Dennis Peebles manages the CLA acquisition / relocation staff on a daily basis to ensure proper procedures are followed and project schedules are met.  Mr. Peebles has over twelve years of experience in the right of way industry.  Mr. Peebles is a North Carolina Residential Certified Real Estate Appraiser and a North Carolina Real Estate Broker.  Mr. Peebles has served as a project manager on multiple design-build projects throughout North Carolina and represents CLA in weekly / monthly design-build meetings with contractors and engineering firms. With his experience as a Real Estate Appraiser, Mr. Peebles oversees right of way claim reports and assists in the right of way cost estimating process.  Mr. Peebles previously worked on the right of way cost estimates for the NCTA on a statewide basis.  Mr. Peebles works with Mr. Tuttle to coordinate monthly staff meetings and training.
Ritchie Tuttle serves as a primary point of contact for NCDOT in the execution of the On-Call Program.  Mr. Tuttle serves as the Program Manager for CLA and regularly meets with NCDOT management and staff to assist in project planning and staffing recommendations.  Mr. Tuttle has over twenty-three years of experience in the right of way industry.  He is a North Carolina Real Estate Broker and a Certified Public Manager.  Mr. Tuttle worked for the North Carolina Department of Transportation for twenty-two years, most recently as an Area Supervisor.  He managed Right of Way Projects in a fifteen county area including the major metropolitan areas of Charlotte, Greensboro, and Raleigh.  Mr. Tuttle has worked directly with various companies and municipalities with Right of Way Acquisition and Right of Way Certifications on Federal Aid Greenway Projects. 
Anna Mitchell serves as the primary point of contact on all projects and contracts for CLA.  Mrs. Mitchell has over seventeen years of experience in the right of way industry.  She has been with CLA since 1998.  She is a North Carolina Real Estate Broker.  Mrs. Mitchell serves as the internal project manager for CLA and is in charge of project scheduling and tracking.  She manages the central office staff and is involved in the oversight of the quality control program.

Cole Thorson, Dual Agent.  Cole Thorson is a staff negotiator / relocation agent for CLA.  Mr. Thorson has over four years of experience in the right of way industry.  He is a North Carolina Real Estate Broker.  Prior to working for CLA Mr. Thorson was a project manager of a commercial concrete business.  His experience in managing construction projects and crews has accelerated his development in the ROW industry.  He has served as a dual agent on the Monroe Bypass for the NCTA, the Greensboro Outer Loop and NC 16 in Catawba County for the NCDOT.  He successfully completed acquisitions on two acquisition projects for the Town of Indian Trail and several on call bridge projects throughout the state of North Carolina.  These projects had a project delivery date of 90 days or less.
Dustin Johnson, Dual Agent.  Dustin Johnson is a staff negotiator/relocation agent for CLA and is stationed in our Western Triad office (Kernersville, NC).  Mr. Johnson has several years of experience in the right of way field.  Mr. Johnson worked for the North Carolina Department of Transportation for over 8 years, most recently as the Senior Agent.  Mr. Johnson’s experience to manage an office and staff will be is an asset for our company and clients.  Mr. Johnson also has experience in the Land Surveying field and is very proficient in property research.  Mr. Johnson has completed work as a dual agent in several counties including, , Catawba, Iredell, Montgomery, Randolph, Rowan, & Wake, to name a few. 
Brett Mitchell, Dual Agent.  Brett Mitchell is a staff negotiator / relocation agent for CLA and is a member of our quality control team.  He is a North Carolina Real Estate Broker.  Mr. Mitchell previously ran his own company for four years.  He is currently serving as a dual agent on the Monroe Bypass for the NCTA and the Greensboro Outer Loop for the NCDOT.  He has handled multiple on call bridge projects throughout the State of North Carolina with a delivery date of 90 days or less. 
Frank Melchior, Dual Agent.  Frank Melchior is a staff negotiator / relocation agent for CLA and is a member of our quality control team.  He is a North Carolina Real Estate Broker.  Mr. Melchior previously worked for Greg Crowder at GSC Surveying.  His surveying background has served CLA and our clients in the understanding of plans and potential cost savings with design alternatives in the design-build format.  He recently completed a design-build project in Goldsboro, NC.  He is currently serving as a dual agent on the Monroe Bypass for the NCTA and NC 16 in Catawba County for the NCDOT.  He has handled multiple on call bridge projects throughout the State of North Carolina with a delivery date of 90 days or less.

Andy Simpson, Senior Relocation Agent.  Andy Simpson retired from the North Carolina Department of Transportation in 2009 and joined the on-call staff for CLA that same year.  Mr. Simpson has over thirty years of experience in the right of way industry.  He retired as the State Relocation Agent for the North Carolina Department of Transportation.  He holds the SRWA designation with the International Right of Way Association.  Mr. Simpson provides oversight and training for dual agents with CLA.
O'Tika Cherry, Dual Agent.  Ms. Cherry is a staff negotiator/relocation agent for CLA and is stationed in our Western Triad office (Kernersville, NC).  Ms. Cherry is the newest addition to our CLA staff.  She has several years of experience in the right of way field.  Ms. Cherry worked for the North Carolina Department of Transportation for over 9 years, most recently as a dual agent.  She has completed various projects in Guilford, Rockingham, Alamance, Caswell and Person Counties.  Ms. Cherry has extensive experience working on large and small projects and will be an asset for our company.
Diane Creech, ROW Technician, Secretary.  Mrs. Creech serves as a right of way technician for CLA and is a member of our quality control team.  Mrs. Creech has over eleven years of experience in the right of way industry.  Mrs. Creech oversees the tracking of preliminary title opinions and updates for closing.  She also monitors the delivery of non-traditional right of way services; i.e. soil evaluations and asbestos assessments.  She works in the central office for CLA and handles constituent correspondence.  
Linda Dixon, ROW Technician, Secretary.  Mrs. Dixon serves as a right of way technician for CLA and is a member of our quality control team.  Mrs. Dixon has over twenty years of experience in the right of way industry.  Mrs. Dixon oversees the tracking of appraisals and appraisal reviews and monitors plan changes throughout the process.  She works in the central office for CLA and handles constituent correspondence.
